PURPOSE:
To consider reimbursement to the Metro South CID in the not to exceed amount of $80,000 for a 20% required match plus Program Administration cost for The Freight Cluster Plan. The CID will pay $50,000 toward the Freight Cluster Plan and $30,000 towards Program Administration fee.

NEED/IMPACT:
The Atlanta Regional Commission (ARC) awarded a Freight Cluster Plan grant to the Metro South CID with a total value of $250,000.

The Metro South CID is located in Southwest DeKalb in the area of I-285, I-675, and Moreland Avenue. The plan for this industrial area, which developed in the 1970s and 1980s, will focus on intersection operations and safety issues, geometric design, truck parking, and economic development.

The County will contract to reimburse the CID for its 20% match and Program Administration costs. The CID's consultants will bill the CID monthly, the CID then pays their vendor and sends ARC an invoice, and ARC pays 80% of the invoice.

FISCAL IMPACT:
Funding for the project will be split 80% Federal 20% Non-Federal. Funding required by DeKalb to provide the total amount of $80,000 is identified in the SPLOST Program Category 1M from District 3 Commissioner Larry Johnson.
