PURPOSE:

To appropriate CARES Act Coronavirus Relief Fund funding to reimburse eligible operating expenses.

NEED/IMPACT:

On March 27, 2020 the Federal Government allocated $125,341,475.20 in CARES Act funding to DeKalb County.

The CARES Act provides that payments from the Fund may only be used to cover costs that -

1.                     Are necessary expenditures incurred due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19)

2.                     Were not accounted for in the budget most recently approved as of March 27, 2020 (the date of enactment of the CARES Act) for the County; and

3.                     Were incurred during the period which begins on March 1, 2020 and ends on December 30, 2020.

This action appropriates CARES Act funding to reimburse eligible costs incurred to the county’s operating budget.

FISCAL IMPACT:

DeKalb County has received $125,341,475.20 which is assisting with COVID-19 testing, hazard/frontline pay, public safety, mental health assistance, telework capabilities, food insecurity, business loans, virtual summer camps, grants for non-profits and cities.  To date expenditures total $45,227,951.68

No impact on the County.

RECOMMENDATION:
