SS - Sludge Dewatering Screw Press System for Pole Bridge Advanced Wastewater Treatment Plant (AWTP) (Sole Source): for use by the Department of Watershed Management (DWM). Consists of the purchase of two (2) sludge dewatering screw presses to dewater Pole Bridge AWTP’s aerobically digested waste to an acceptable concentration. This request seeks approval of the sole source with permission to execute the terms and conditions in a form acceptable to the County Attorney or her designee. Awarded to Process Wastewater Technologies, LLC (PWTech). Amount Not To Exceed $1,584,280.00.

PURPOSE:
Currently the County has a contract with Denali Water Solutions. This vendor dewaters the County’s sludge utilizing a belt filter press unit and trucking services to haul the waste solids to a landfill at a premium cost. Awarded by the BOC on July 8, 2014 for an amount not to exceed $1,978,500.00. On November 14, 2017, the BOC approved Change Order No. 1 for an increase in contract term through December 31, 2018 and funding in an amount not to exceed $1,000,000.00. On October 23, 2018, the BOC approved Change Order No. 2 for an increase in contract term through December 31, 2021 and funding in an amount not to exceed $1,500,000.00.
DWM, completed an extensive study to determine and recommend the best process and system to satisfy the current needs of the Pole Bridge AWTP. The study determined that transitioning from a sludge dewatering belt filter press to a sludge dewatering screw press was more beneficial to the County. The Pole Bridge AWTP has several restrictions that limit the facility to the PWTech Volute Dewatering Screw Press System. Restrictions include equipment performance, space and power restrictions, water consumption, maintenance requirements, and equipment accessibility. This request, to purchase two (2) sludge dewatering screw presses, will allow for in-house sludge dewatering and the reduction in expenses and water consumption.

and authorize the Chief Executive Officer to execute the contract and all associated documents.
