PURPOSE:
To consider approving and authorizing the Chief Executive Officer to execute the HUD Funding /Approval Agreements of $6.8 million in CDBG-CV funds and $5.4 million in ESG-CV funds. These funds must be used for HUD Community Development Block Grant (CDBG-CV) and Emergency Shelter Grant (ESG-CV) eligible activities and meet one of the HUD national objectives to benefit to low- and moderate-income persons, and to prevent, prepare, and respond to the COVID-19 pandemic.

NEED/IMPACT:
In response to the COVID-19 pandemic Congress appropriated funding through the Department of Housing and Urban Development to DeKalb County to prevent, prepare and respond to the COVID-19 pandemic. These funds must be used for HUD Community Development Block Grant (CDBG-CV) and Emergency Shelter Grant (ESG-CV). To receive the HUD CARES Act funding, HUD requires that the County amend the 2019 or 2020 Annual Action Plan for HUD funds to include the CDBG-CV and ESG-CV projects that meet the HUD eligibility guidelines.
The strategy to allocate the CDBG-CV funding is to fund eligible activities including building and improvements; provisions of new or quantifiably increased public services such as housing assistance, food and emergency assistance; assistance to businesses, including special economic development assistance through a small business loan program.
