PURPOSE:

To consider approval of a contract between DeKalb County and the Georgia Department of Human Services to provide transportation to eligible seniors and individuals with disabilities who live in DeKalb. This contract, if approved, will enable the County to reimburse the Georgia Department of Human Services for up to $538,645.50 worth of trips.

 

NEED/IMPACT:

Numerous community studies conducted by the Atlanta Regional Commission identify transportation as the number one need for people living in the Atlanta Metro Region. Seniors and individuals with disabilities have unique challenges with transportation that can significantly impact their quality of life. As the population continues to age, the need for reliable and safe transportation will increase. 

 

The Human Services Department’s Office of Aging Transportation has participated in the Sate Coordinated Transportation System since 2003. This partnership with the Georgia Department of Human Services has enabled the County to provide more than 2,000 transportation trips a month to eligible seniors and individuals with disabilities. Transportation services are used for medical appointments and dialysis appointments as well as trips to the senior centers, group trips into the community.

 

The Revenue Contract is funded through a combination of federal, state and county funds. This contract will provide transportation services from July 1, 2021 to June 30, 2022 through Project/Award #100453/602152 and the annual grant award from the Atlanta Regional Commission. An estimated 20,000 trips will be provided to approximately 600 seniors and individuals with disabilities through this contract.

 

FISCAL IMPACT:

There is no fiscal impact to the General Fund because funds that will be used are already allocated from the Senior Citizens Grant Fund and the ARC Grant Award.

 

RECOMMENDATION:

Recommended Action

Approve the contract between DeKalb County and the Georgia Department of Human Services for the provision of transportation services for DeKalb seniors and individuals with disabilities from July 1, 2021 to June 30, 2022 in an amount not to exceed $538,645.50; Authorize the Chief Executive Officer to execute all necessary documents.
