PURPOSE:
To consider extending the term for five (5) years and increase the contract amount in accordance with the Statement of Work for the intergovernmental agency agreement (Agreement Number 1032043 (formerly 11-800792)) for water quality trend monitoring as part of the hydraulic monitoring network with the United States Geological Survey (USGS) for DeKalb County; and to consider authorizing the Chief Executive Officer to execute the necessary documents for this program.
NEED/IMPACT:
The purpose of the project is to assist in the compliance with the Municipal Separate Storm Water System (MS4) National Pollutant Discharge Elimination System (NPDES) Permit Compliance, fulfill the water quality monitoring activities of DeKalb's Countywide Watershed Protection Plan and to meet the requirements of the Metropolitan North Georgia Planning District (MNGWPD). This monitoring program provides comprehensive and consistent hydrologic and water-quality data that is used to protect and enhance the streams in DeKalb County. The water quality monitoring network will be combined with stream gages and instream monitoring to provide data on stream flow and rainfall to runoff relations on a real time basis. These data can also be used for flood warning and emergency management; drought monitoring; water-supply and wastewater planning and operations; evaluation of watershed effects on water quantity; and are a critical component in the computation of constituent loads to see how changes in a watershed over time impact receiving streams.
The proposed partnership agreement with the USGS to implement this monitoring network will cost $5,920,670 over five years, which includes the maintenance of 15 monitoring stations as described in the attached statement of work. USGS will contribute $200,000 in cooperative funding and will be providing all labor. The projected funding is denoted below:
FISCAL IMPACT:
DeKalb County will fund Seventy-Five percent (75%) by Roads and Drainage for use in the MS4 Program compliance and Twenty-Five percent (25%) by Department of Watershed Management for the Watershed Protection Plan Programs.
