PURPOSE:

To consider establishing a Cooperation Agreement with the City of Stonecrest by reserving $4,837,500 in SPLOST Category 1B Federal and State Matching Funds for the Panola Road Improvement Project As part of this Agreement the City of Stonecrest will reserve $2,000,000 as stipulated in the IGA dated May 28, 2019; and To consider authorizing the Chief Executive Officer to execute necessary documents to facilitate this work.

 

NEED/IMPACT:

On May 28, 2019 the Board of Commissioners authorized entering into an Intergovernmental Agreement with the City of Stonecrest for improvements along Panola Road from Fairington Road to Browns Mill Road. The agreement called for the City of Stonecrest to contribute $2 million toward right-of-way acquisition costs. Although that agreement was never executed, discussions with the city have recently resumed on how to proceed with this project. A unified approach for managing the project and providing matching funds will make it much more likely that new ARC/GDOT funding can be programmed. The $4,837,500 in SPLOST funds could be used toward the construction match as defined in a future IGA with the City of Stonecrest.

 

FISCAL IMPACT:

Line item 1B SPLOST funds in the amount of $4,837,500 will be reserved for possible future use on this project.

Recommended Action

To authorize reserving $4,837,500 in SPLOST Category 1B Federal and State Matching Funds for the Panola Road Improvement Project; and To authorize the Chief Executive Officer to execute necessary documents to facilitate this work.
