Rescission - Request for Proposals (RFP) No. 21-500567 Consent Decree - Design and Engineering Services for Shoal Creek Trunk Sewer Relief Project (Multiyear Contract): for use by the Department of Watershed Management (DWM). Consists of providing design and engineering services for the upsizing of numerous trunk sewers to address seven (7) repeat sanitary sewer overflow areas in the County. Recommend rescission of Agenda Item 2021-3248 Substitute and award to the highest scoring proposer: Brown and Caldwell, Inc. Amount Not to Exceed $3,498,795.00.

PURPOSE:
Consists of providing design and engineering services during pre-construction, construction, and postconstruction. Services will include, but are not limited to, preparing the Basis of Design Report (BDR);
drawings; specifications; permit applications and supporting documentation to obtain all necessary permits; and
coordination with regulatory agencies and utility companies. These design and engineering services, to support
the upsizing of the trunk sewers, will contribute to the reduction or elimination of future sanitary sewer
overflows (SSO) in compliance with the Consent Decree mandates. Eight (8) proposals were received.
On December 14, 2021, the BOC awarded Agenda Item 2021-3248 as a substitute. A review of the records indicates the recommendation from PWI was to award 2021-3248 without a substitute. This request is to:
1. Rescind the award of 2021-3248 substitute.
2. Award RFP 21-500567 as originally stated in 2021-3248 and herein.
