PURPOSE:
?To consider approving participation in the FY19 Securing the Cities (STC) Grant Program with the City of Atlanta, Mayor's Office of Emergency Preparedness (MOEP) and the Securing the Cities (STC) Program; and
?To consider accepting equipment valued at $948,536.61 on behalf of the Police and Fire departments, from the City of Atlanta Mayors Office of Emergency Preparedness to be used in compliance with the Securing the Cities (STC) Program; and
?To consider authorizing the Chief Executive Officer to execute the necessary documents.

NEED/IMPACT:
The DeKalb County Fire and Police Departments will partner with the City of Atlanta, Mayor's Office of Emergency Preparedness for the proposed Department of Homeland Security - Countering Weapons of Mass Destruction Office's Securing the Cities Program. The Securing the Cities Regional Partners will work with other regional agencies to develop and implement systems for coordinated and integrated detection, interdiction, and notification of illicit materials outside regulatory control that may be used in a terrorist attack or as a weapon of mass destruction within the region.

FISCAL IMPACT:
The Police Department will receive $836,988.81 in equipment. The equipment purchased on behalf of the police department will include Personal Radiation Detectors (PRD's), Radioisotope Identification Devices (RIIDs), and backpack and mobile systems.

The Fire Department will receive $111,547.80 in equipment. The equipment purchased on behalf of the fire department will include Personal Radiation Detectors (PRD's) and Radioisotope Identification Devices (RIIDs).
