PURPOSE:
The D6 ARP funding of $10,860 will fund updating the assessment of the condition of the Storm Water system that serves DeKalb County, followed by a plan to address and correct these areas into the future (which this part of the plan has never been done)
NEED/IMPACT:
Clarkston Shores and Crystal Pond which is a mainstay of the DeKalb County's Storm Water Run Off. Although private since 1970, this pond/lake is open and available to DeKalb County for unrestricted access and the community hosts several annual community events
In 2007, a study was paid by the City of Clarkston and DeKalb County to assess storm water and damage. Following that appraisal, in 2010, the City and the County paid to fully dredge and restock fish.
In 2018, following a mass sewer spill, CEO Thurmond restored the fish that perished. The requested funds are now necessary to update the assessment .so the HOA can seek the needed funding to address sediment removal, partial dredging and practical erosion solutions.
FISCAL IMPACT:
This request and proposal for the American Rescue Funds for Reparations, Remediation and Assessment for Storm Water Issues and Damage to Clarkston Lake and Crystal Pond are outlined as:
* Replacement of Loss of Funds to Replace Common Area Erosion: $2,500
* Water Quality/ Turbidity Analysis and Routine Maintenance to address Algae Issues as a Result of Storm Water Run Off: $2,860
