PURPOSE:
To approve an appropriation of $100,000 from the American Rescue Plan grant funds assigned to the account reserved for District 7 to the Safe America Foundation for the purpose of providing programming and campaigns for preventing sex trafficking, promoting safety in DeKalb County Schools and deterring crime to mitigate the public health emergency created by the COVID-19 pandemic.

NEED/IMPACT:
The COVID-19 pandemic has fueled the existing epidemic of sex trafficking, as well as crime. COVID-19 has posed high risks for people who are being sex trafficked. The social and economic consequences of the pandemic have put more people at risk for becoming susceptible to exploitation and sex trafficking. Also, youth are particularly vulnerable to the disruption caused by the COVID-19 pandemic during a critical stage in their life development as their families are experiencing the after-effects and impacts of school closures, unemployment, and food insecurities. Students are more at-risk for becoming victims of crime or participating in acts of crime. The programming and campaigns will target the prevention of sex trafficking, increasing safety in DeKalb County Schools, as well as deterring crime to mitigate the public health emergency created by the COVID-19 pandemic.
