PURPOSE:

To consider the acceptance of WIOA PY2020/FY2021 Grant funds not to exceed $211,887 for employment and training activities for Adult, Dislocated Workers, and Youth eligible participants of DeKalb County.
To consider authorizing the Chief Executive Officer to execute the necessary documents.

NEED/IMPACT:

WorkSource Dekalb received notification of WIOA grant allocations not to exceed $35,541 for FY21 Adult Program, $104,034 for PY20 Dislocated Worker Program, and $72,312 for PY20 Youth Program.

On May 26, 2020, the DeKalb County Board of Commissioners approved WorkSource DeKalb to receive allocated funds for Adult, Dislocated Worker, and Youth Programs not to exceed $4,296,378. The funds were expended by the required deadline of June 30, 2022. Due to unavoidable and unforeseen delays in the administrative process, $211,887 of the expended funds were not able to be drawn from the previously approved allocations. This issue required DeKalb County to be reimbursed from subsequently approved grants. Receipt of this $211,887 will replace those expended funds.

The Workforce Innovation and Opportunity Act (WIOA) provides funding for Adult, Dislocated Worker and Youth participants for employment and training activities. The funds will be used to provide Dekalb County citizens with job search assistance, labor market information, occupational trend information, resume preparation, and assistance identifying employment opportunities available through both online and direct job sites. In addition, funding will be used to provide interest and aptitude assessments and occupational skills training opportunities for WIOA eligible customers.

FISCAL IMPACT:

No Impact to County funds, 100% Federal Funds - U.S. Department of Labor; no matching required. If not approved WorkSource Dekalb will have $211,887 less WIOA funds to serve the residents and business community of DeKalb County.

RECOMMENDATION:
