PURPOSE:

To consider accepting FTA 5310 funds in the amount of $229,537.99 from the Atlanta Regional Commission for Transportation for the period November 1, 2022 to September 30, 2023; to approve the required match; and to consider authorizing the Finance Department to issue payment to subcontractors using the federal funds.

 

NEED/IMPACT:

Many County residents are unfortunately transportation disadvantaged due to health conditions, physical limitations, or lack of access to MARTA, Mobility ADA Paratransit. Human Services department plans to use these funds for new transportation initiatives that will address the needs of some of the residents.  This includes serving persons with disabilities who need door to door and/or escorted transportation service.  Currently, the existing Transportation Voucher program provides service to adults age 60 and older, but funding is limited for persons with disabilities and those under the age of 60. This funding will be used to extend the voucher program to County residents with disabilities between the ages of 18-59.  The department currently uses a Transportation App, namely DeKalb Aging Database (DAD). Some of these funds will also be used for enhancements to the App that will create new routing and scheduling for all providers; create more in-depth analysis reporting for trending purposes for all data and provide better financial control. An estimated 250 additional persons will be served using these funds.

 

FISCAL IMPACT:

There is a required match of $57,384.50 that will be requested in the 2023 Human Services budget.

 

RECOMMENDATION:

Recommended Action

Accept and appropriate to the grant fund, the FTA 5310 funds of $229,537.99 from the Atlanta Regional Commission for the period November 1, 2022 to September 30, 2023; to approve the matching funds in the amount of $57,384.50; authorize the Finance Department to issue payments to subcontractors using the FTA 5310 funds; and to authorize the Chief Executive Officer to execute all necessary documents.
