PURPOSE:

To consider the transfer of WIOA funds, not to exceed $500,000, from PY21/FY22 Dislocated Worker program to the PY21/FY22 Adult program.
To consider authorizing the Chief Executive Officer to execute the necessary documents.

 

NEED/IMPACT:

On August 24, 2021, the DeKalb County Board of Commissioners approved WorkSource DeKalb (WSD) to receive up to $3,625,798 in WIOA allocated funds to support workforce development efforts in the following programs: PY21/FY22 Adult ($1,031,194), PY21/FY22 Dislocated Worker ($1,486,166) and PY21 Youth ($1,108,438).

 

WSD desires to re-allocate its Adult (18 and older) and Dislocated Worker (recently terminated, laid off, etc.) WIOA funds to meet the current and forecasted workforce development needs of DeKalb County residents. We have recently served more WIOA-eligible Adult residents than initially predicted and see this trend continuing for the next six to nine months. WIOA guidance allows local workforce development boards (LWDB) to transfer up to 100% of their eligible funds between adult and dislocated worker streams. During the March 23, 2022 board meeting, DeKalb’s LWDB approved WSD’s request to transfer up to $500,000 from the PY21/FY22 Dislocated Worker program to the PY21/FY22 Adult program. Transfer of these funds will not adversely affect the Dislocated Worker program.

 

The Workforce Innovation and Opportunity Act (WIOA) provides funding for Adult, Dislocated Worker and Youth participants for employment and training activities. The funds will be used to the provided Dekalb County citizens with job search assistance, labor market information, occupational trend information, resume preparation, and assistance identifying employment opportunities available through both online and direct job sites. In addition, funding will be used to provide interest and aptitude assessments and occupational skills training opportunities for WIOA eligible customers.

 

FISCAL IMPACT:

No Impact to County funds, 100% Federal Funds - U.S. Department of Labor; no matching required.
