Approval of Allocation Modifications of the National Dislocated Worker Grant (NDWG).

PURPOSE:

To accept a $201,000 decrease in the NDWG allocation; the modification was executed by the Technical College System of Georgia, Office of Workforce Development (TCSG/OWD), Georgia’s NDWG administrator, on March 31, 2022.

To accept a $675 increase in the NDWG allocation; the modification was executed by the TCSG/OWD on September 13, 2022.

 

NEED/IMPACT:

On June 09, 2020, the DeKalb County Board of Commissioners approved WorkSource DeKalb (WSD) to receive up to $805,950 of National Dislocated Worker Grant (NDWG) allocated funds. The TCSG/OWD is Georgia’s administrator of NDWG and Workforce Innovation and Opportunity Act (WIOA) funds. NDWG funds are used to support time-limited funding assistance in response to major economic dislocations or other events that cause significant impact on states and local areas that exceed the capacity of existing Adult, Dislocated Worker, and Youth WIOA funds. NDWG funds are used to provide employment and training services for dislocated workers and other eligible participants that were affected by the pandemic. Due to the expected short-term use of the funds, TCSG/OWD in coordination with the local workforce development boards will modify NDWG allocations, as needed, in order to optimize the use of the funds within the state.

 

On March 31, 2022, TCSG/OWD reduced WSD’s NDWG allocation by $201,000.00. Also, on September 13, 2022, WSD’s NDWG allocation was increased by $675.00.

 

The Workforce Innovation and Opportunity Act (WIOA) provides funding for Adult, Dislocated Worker and Youth participants for employment and training activities. The funds will be used to the provided Dekalb County citizens with job search assistance, labor market information, occupational trend information, resume preparation, and assistance identifying employment opportunities available through both online and direct job sites. In addition, funding will be used to provide interest and aptitude assessments and occupational skills training opportunities for WIOA eligible customers.

 

FISCAL IMPACT:

No Impact to County funds, 100% Federal Funds - U.S. Department of Labor; no matching required. WSD has regular WIOA funding to support workforce development activities in DeKalb County.
