PURPOSE:
To allocate $12,000,000.00 of ERA 1 Reallocation funds to provide water bill relief and other eligible uses as authorized by the Grant.
NEED/IMPACT:
DeKalb County received Emergency Rental Assistance reallocation funding ("ERA 1 Reallocation") from the Federal Government under the Consolidated Appropriations Act, 2021 to assist in addressing the rental crises affecting the nation. Payments from these funds may be used to cover authorized costs incurred beginning on March 13, 2020, including certain utilities assistance and arrears on behalf of qualified tenants.
These funds may be used to assist DeKalb County residents who are and continue to experience financial hardships and are unable to pay utilities, including water, or have utility arrears and are in danger of having their service terminated due to the ongoing impact of the COVID-19 pandemic.
This action allocates $12,000,000.00 in ERA 1 Reallocation funding to provide financial assistance to qualified tenants in the form of water utility payments, including water utility arrears, and all other grant eligible uses of these funds. All payments will be made directly to the utility provider, DeKalb County, on behalf of qualified tenants or other utilities and/or landlords, if related to other eligible uses.
