Amend the Grants Budget to accept and appropriate $2,000,000.00 from the Center for Tech and Civic Life (“CTCL”), for the public purpose of planning and operationalizing safe and secure election administration infrastructure in DeKalb County, and approve the County’s membership in the U.S. Alliance for Election Excellence (the “Alliance”).

PURPOSE:
To consider acceptance of a grant in the amount of $2,000,000.00 from the CTCL to be appropriated and administered by the Finance Department Capital & Grants Division, to approve the County’s membership in the Alliance, and to authorize the Chief Executive Officer to execute all necessary documents. CTCL is dedicated to educating the public about government and democracy in the United States and to working with government agencies to develop the skills, strategies, and tools to engage their citizens. The grant funds must be used exclusively for the public purpose of planning and operationalizing safe and secure election administration infrastructure in DeKalb County. The Alliance is a project of the CTCL and is a nonpartisan collaborative that is bringing together election officials, designers, technologists, and other experts to help local election departments improve operations, develop a set of shared standards and values, and obtain access to best-in-class resources to run successful elections.
NEED/IMPACT:
The grants funds will be used by the County’s Department of Voter Registration and Elections to cover certain expenses associated with planning and operationalizing safe and secure election administration infrastructure in DeKalb County. The County’s membership in the Alliance will facilitate the delivery of democracy to DeKalb County citizens who wish to participate in the electoral process.
FISCAL IMPACT:
Proposed acceptance of $2,000,000.00 in grant funds and a payment for the Alliance membership fee in the amount of $4,800.00.
RECOMMENDATION:
Recommended Action
Accept $2,000,000.00 from CTCL, appropriate that amount to 62910 (Grant Register - Elections) Fund 250, authorize the Finance Department Capital & Grants Division to appropriate and administer the grant funds, approve the County’s payment of the membership fee for membership in the Alliance, and authorize the Chief Executive Officer to execute all necessary documents in a form approved by the County Attorney.
