PURPOSE:
To consider the transfer of 25 surplus vacant properties in unincorporated DeKalb County from the County's database of unredeemed and unforeclosed interest in property to the DeKalb Regional Land Bank Authority.

NEED/IMPACT:
The DeKalb Regional Land Bank Authority (DRLBA) has approved the acceptance of 25 surplus vacant properties identified on the attached spreadsheet. The DRLBA has identified these unredeemed and unforeclosed properties held by the County as properties appropriate for the DRLBA's mission. After taking transfer the DRLBA will seek to repurpose the properties and offer them for sale through an application process with priority for small lots going to adjacent property owners. The emphasis for the property sales will be to clean-up, stabilize neighborhoods, create affordable housing, and restore said properties to the Tax Digest.

Over the past year the DeKalb Regional Land Bank Board members with the support of the Community Development Department Staff have been working diligently to put the mechanisms in place to operate an effective, functioning Land Bank. The DRLBA currently has seven properties in its portfolio. With the expertise of their legal team, they will clear title to put the proposed 25 parcels back into circulation to benefit affordable housing in DeKalb County and restore said properties to the Tax Digest.



FISCAL IMPACT:
No cost to the County.
