PURPOSE:
To approve Sanitation's proposed increase in commercial, landfill and transfer station fees (see attached) and a
tentatively scheduled effective date of May 1st for the proposed fee change.
NEED/IMPACT:
Sanitation has not increased its fees in more than a decade and commercial, landfill, and transfer station fees are
lower than industry competitors. Additionally, to maintain service, Sanitation has exhausted reserves and
requires additional funds in order to sustain operations and complete necessary capital investment.
The commercial, landfill and transfer station fee increases will be used to fund:
(1) the increasing cost of operations
(2) additional positions
(3) increases in driver wages
(4) vehicle replacement costs
(5) capital and debt needs
(6) re-establish a 2-month reserve of operating expenses
(7) a post-closure fund
(8) phase 2 landfill expansion costs
The fee increases are a key variable in contributing to the implementation of Sanitation's $111M in capital
needs and return to a self-sustaining enterprise fund. Capital needs primarily consists of landfill expansion and
upgrades but also includes a gas collection and control system, transfer station upgrades, and a compressed
natural gas fuel station.

No residential fees have been increased.
FISCAL IMPACT:
The proposed fee increases are estimated to increase Sanitation's revenue from approximately $79 million a
year to $104 million a year.
