PURPOSE:
To consider approving the acceptance of $532,158 from the Georgia Department of Community Affairs for the provision of temporary emergency shelter for homeless and at-risk households affected by the coronavirus pandemic and consider authorizing the Chief Executive Officer to sign agreements associated with accepting funds

NEED/IMPACT:
With 31 emergency shelter beds within the DeKalb County HUD entitlement area, there is insufficient emergency shelter space within the County. Even when one considers the contracted beds outside the County, the demand for shelter beds far exceeds bed availability. Funding for additional beds is not currently available.

The Georgia Department of Community Affairs funding will permit the Community Development Department to operate Temporary Emergency Shelter and pay associated costs for the period January 1, 2023, through August 31, 2023. At one time, 20-40 individuals may be assisted. Funds are scheduled to be used for Case Management, Hotel Fees, Security, and Food. The Community Development Director may add or change items associated in the scheduled use of funds.

FISCAL IMPACT:
Georgia Department of Community Affairs has agreed to provide $532,158 for Temporary Emergency Shelter for the period January 1, 2023, through July 31, 2023. There is no cost to the County.
