PURPOSE:

To consider transferring $1,288,985 from the General Fund - Human Services cost center 07500-611250-100 to the Grant Fund-Senior Citizens Services - project/award  100453/602152; to consider authorizing the Chief Executive Officer to execute all necessary documents; to consider authorizing disbursements under the terms of the grant agreement; to consider authorizing the Finance Department to issue payments to subcontractors using the transferred funds.

 

NEED/IMPACT:

Each year, an amount is earmarked and approved in the County’s budget for the delivery of aging services to eligible County seniors. In the County’s 2023 budget, $1,288,985 has been approved for the purposes outline below.

-                     $300,000 to purchase meals for the senior at the new center - East Central DeKalb Community &Senior Center.

-                     $138,985 - match funds for the FTA- 5310 Transportation Grant ($57,385) and ARPA funds ($81,600)

-                     $850,000 - for the delivery of aging services to eligible County seniors.

 

These funds will be used to pay the subcontractors for the services they will deliver. The $850,00 will be added to the estimated $2million of federal and state funds the County will receive from the Atlanta Regional Commission for the delivery of senior services. The transfer of funds will prevent the delay in payment to the subcontractors. The department is requesting that the amount approved in the general fund for senior services be transferred each year to the grant fund project/award 100453/602152.

 

Additionally, there are three (3) positions that are paid from these funds - Fiscal Assistant, Information and Referral Specialist and Human Services Administrator.

 

 

FISCAL IMPACT:

There is no fiscal impact as this action only transfer already appropriated funds.
