CO - Change Order No. 7 to Contract No. 1171444 Road Widening, Sidewalks, Bike Lanes (Rockbridge Road - Allgood to Rowland Road) - PI#s 008121/0012789: for use by Public Works - Transportation (PW-T). This contract consists of the widening of Rockbridge Road from Allgood to Rowland Road to allow for the construction of sidewalks and bike lanes. This request is for additional funds due to delays to utility relocation and to extend the contract until December 31, 2023. Awarded to: E.R. Snell Contractor, Inc. Amount Not To Exceed: $1,388,754.45.

PURPOSE:
Awarded by the BOC on July 23, 2019, for an amount not to exceed $3,223,197.45. On March 9, 2021, the BOC approved Change Order No. 1 for an amount not to exceed $26,174.72 for the lowering of two (2) sanitary sewer laterals that were in conflict with the proposed drain system and increasing the contract term. On November 9, 2021, the BOC approved Change Order No. 2 to increase the contract term for an additional six (6) months due to utility relocation delays. On March 8, 2022, the BOC approved Change Order No. 3 to increase the contract term for an additional six (6) months and funding in an amount not to exceed $194,499.40. This was to cover increases in asphalt stone market prices as well as the increased overhead, traffic control maintenance, and erosion control caused by the continued delays in utility relocation. On September 27, 2022, the BOC approved requests to increase funding to regain funds spent out of the work allowance (CO4) and to cover increased overhead and traffic control maintenance caused by the continued delays in utility relocation (CO5) for a total amount not to exceed $221,641.23. On November 8, 2022, the BOC approved Change Order No. 6 to increase the contract term through June 30, 2023. This request is to add funds for the installation of conduit for lighting and mid-block pedestrian crossing and to extend the contract term for completion due to continued delays to utility relocation.

Recommended Action
Recommend approval of Change Order No. 7 with:
E.R. Snell Contractor, Inc., 1785 Oak Road Snellville, GA 30078
Amount Not To Exceed: $1,388,754.45
and authorize the CEO to execute the change order and all associated documents.
