PURPOSE:
To obtain facts and recommendations that will bring transparency, accountability, and clarity to the City of Brookhaven’s effort to annex areas around the Toco Hill Shopping Center, which so far has been shrouded in mystery.
NEED/IMPACT:
The City of Brookhaven is considering annexing over 600 acres of property into its boundaries via the sixty percent method allowed under state law. However, this effort lacks transparency in that the homeowners, taxpayers, electors, and businesses in the proposed annexed area have had no voice in this process.
As a result, this Resolution directs and asks the Chief Operating Officer and the County Attorney to review the process and make recommendations to give a voice to the people affected by this annexation and to bring clarity, transparency, and accountability to this annexation effort.

To adopt the attached Resolution and authorize the Chief Executive Officer or designee to execute all necessary documents.
