PURPOSE:
To consider approving agreements with agencies to provide rental assistance and supportive services using HOME-ARP funds that were allocated by the U. S. Department of Housing and Urban Development (HUD) to serve eligible qualifying populations.

NEED/IMPACT:
Community Development conducted community-wide listening sessions with agencies, community members, and other stakeholders. Additionally, the Department surveyed stakeholders to determine the needs of the County's qualifying population. Based on the outcome of the sessions and surveys, the Department submitted an Allocation Plan to HUD. Subsequently, HUD approved the Allocation Plan and awarded $7,800,770 in HOME-ARP funds to DeKalb County ($6,630,680 for the provision of rental assistance and supportive services to eligible qualifying populations and $1,170,090 for administrative support). The County will allocate $6,630,680 to agencies for the provision of rental assistance and supportive services; with an additional $66,824 for administration. The remaining $1,103,266 in administrative funds will support the multi-year additional staffing and other expenses required to administer the program, monitor agencies, document performance, and generate reports to HUD. The total award amount must be expended by 2030. However, plans are in place to expend all funds prior to December 2025 and complete the administrative wrap-up shortly thereafter.
