PURPOSE:
To consider authorizing the Chief Operating Officer to accept and negotiate a proposal by Frontline Response to assist DeKalb County in serving those experiencing homelessness and/or in need of warming center services Fall/Winter 2023-24. Included services: Warming Center operations, food, transportation, case management, and administration for up to 100 unhoused persons in DeKalb County.

NEED/IMPACT:
A void exists for a DeKalb County licensed homeless shelter or primary designated space for the unhoused in need of services during cycles of inclement weather.

The proposal by Frontline Response offers direct service and facility space to those experiencing homelessness and/or in need of warming center services for the Fall/Winter 2023-24. It covers warming center operations, food, transportation, case management, and administration for up to 100 unhoused persons in DeKalb County for a period of fifty (50) days of cold weather when temperatures reach thirty-eight (38) degrees or below. The anticipated date ranges of the DeKalb/Frontline warming center operations will be November 1, 2023 to April 1, 2024.

With these accommodations and the partnership, DeKalb County will be able to provide a full-service warming
Center in a 30,000 sq. ft facility. The partnership also provides for further discussions for use during inclement weather and cooling stations.
