PURPOSE:
On March 26, 2019, the BOC made an award for an amount not to exceed $2,234,000.00 pursuant to RFP 18-500478. On October 12, 2021, the BOC approved Change Order No. 1 for a contract term increase through November 30, 2022 under Contract No. 1151197. During the course of construction, a number of issues resulted in delays to the completion of the work. Coronavirus pandemic; an outbreak of Monkey Pox; as well as unforeseen conditions not detailed on the as-built documentation contributed to the delays. During contract change order negotiations, the contract expired. This request seeks approval of an emergency purchase to
continue in the replacement of the Jail Fire Alarm System. This request anticipates a contract term through December 31, 2024.

Failure to complete the existing scope of work will result in a loss of a functioning and operating fire detection and alarm system. This failure would present an imminent threat to the health, welfare, and safety of all inmates, employees, and visitors as well as a material loss in essential government services.

This substitute is submitted to revise the request and various entries.
