PURPOSE:
Approve a renewal of $250.000.00 from District 6 ARP Appropriations to continue the Tekton Career Training's Empower Clarkston: Green Jobs Training & Weatherization Retrofits for Clarkston, Georgia Training underemployed Dekalb County residents.

NEED/IMPACT:
Empower Clarkston creates green jobs and develops the skilled workforce of our Clarkston area's unique population, while also providing energy and water retrofits for low-income housing stock. The program delivers measurable outcomes that simultaneously minimize environmental impacts and provide sustained financial benefits to low-income
members of the community.

In 2022, the Board of Commission approved agenda 2022-1306 and statement of work (SOW) for a D6 ARP appropriation of $250,000.00. This funding assisted with the training and the retrofitting 15 homes/ year. The program accelerated this goal and were able to complete 40 DeKalb County homes. In 2024, Empower Clarkston-Tekton strives to retrofit 30 more homes and provide training for 30 students. The program could also cover 30 additional homes in 2025, resulting in a total of 60 homes being upgraded.

This appropriation now will begin the next cycle of recruiting for both students and homes to begin a new cohort and programming in January 2024. The SOW will remain the same.
