PURPOSE:
To propose acceptance of a Georgia Environmental Finance Authority (GEFA) loan GF2022007 in the amount of $6,000,000 and authorize the CEO to execute all necessary documents. The county’s application has been accepted by the Georgia Environmental Finance Authority (GEFA) for funding the construction of three cells (22.5) acres at the Seminole Road Landfill, of Phase 3 Unit 2, located in Ellenwood, GA (DeKalb County).
NEED/IMPACT:
The $6 million loan comprises a portion of the approximate $23.6 million funding required. The life of the cells is approximately 5 years.
The loan is part of a long-term strategy to maximize the benefits of leverage with GEFA: low interest rates; spread out a predictable expense and simultaneously increase Sanitation’s fund balance.
The Seminole Road Landfill is the only disposal site for municipal solid waste (MSW) in the county and new disposal cells are needed. Cell construction was completed September 2023. Replacement leachate tank demolition and construction is scheduled to be completed June 2024.
FISCAL IMPACT:
The interest rate is 2.26%. The closing cost is approximately $60,000 and the monthly payments will be approximately $106,000 each month.

To approve the resolution and authorize the CEO to execute all necessary documents; approve acceptance of the GEFA loan to construct Cells 3N, 4N and 5N of Phase 3 Unit 2 at the Seminole Road Landfill, located in Ellenwood, GA (DeKalb County).
