PURPOSE:
To consider increasing the number of additional warming station activations by 60 through June 30, 2024, for Frontline Response to assist DeKalb County in serving those experiencing homelessness and/or in need of warming center services Winter 2024 including 23 beds for New Life Community Alliance to provide warming center services. Included services: Warming Center operations, food, transportation, case management, and administration for up to 150 unhoused persons in DeKalb County.

NEED/IMPACT:
A void exists for the unhoused in need of warming station services during cycles of inclement weather.
Due to the increased demand for warming station activations due to the earlier onset of cold weather in 2023 and the start of 2024, the County has already utilized 37 of 50 activations under the existing agreement. There are only 13 activations in the current agreement remaining until April 1, 2024, with the bulk of the winter coming.

The agreement with Frontline covers warming center operations in a 30,000sq ft facility, food, transportation, case management, and administration for up to 150 unhoused persons in DeKalb County. The request will extend services for a period of sixty (60) more days and 60 activations when temperatures reach thirty-eight (38) degrees or below....
