Resolution Regarding the Charter Review Commission's Report

PURPOSE:
To approve the attached resolution regarding the Charter Review Commission's Report and to establish a
period of ongoing review.
NEED/IMPACT:
The Charter Review Commission (CRC) completed 18 months of review work in December 2023 and sent
recommendations to CEO Thurmond, the DeKalb Board of Commissioners, and the DeKalb Delegation. The
CRC hosted 22 meetings and 6 public hearings which all included public comment in person and electronically
in its review and examination of DeKalb’s Organizational Act. The CRC has provided recommendations to
improve DeKalb’s governance structure and bring the Act up to date and in compliance with state law.
Approval of the attached resolution will show support for the CRC recommendations with feedback from the
Commissioners and the CEO and establish a period of ongoing review for further consideration of the proposed
Organizational Act changes by the DeKalb Delegation.
